The Winnipeg Police Services (WPS) announced this morning that 30-year-old Curtis Leroy George was released from Headingly Correction Centre after serving a sentence of nearly 300 days.

The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) with the WPS provides the public with information about George to allow them to take safety measures for themselves if needed. No harassment toward George will be tolerated by law enforcement.

He is an indigenous man, 169 centimetres (5 foot 6 inches) tall, 53 kilograms (117 pounds), has black hair that is shaved, and brown eyes.

George was released on Sunday and is expected to take residence in Winnipeg. He has a history of violent and sexual offending and is considered high-risk for all females, youths and adults. He has a record of criminal harassment, five counts of sexual assault, six counts of sexual interference, assault, and many violations of recognizance and probation.

His first crime was in 2010 when he was convicted of assault (two counts) against two adult women. George received a one-day jail sentence (includes 60 days pre-sentence custody credit) and was under supervised probation for two years.

"On July 25, 2011, George was convicted of sexual interference involving a 13-year-old female, and five counts of sexual assault, in which he sexually assaulted five random females walking or jogging. He was also convicted of assault on a female Correctional Officer. He received a sentence of two years (includes one-year pre-trial custody credit), three years of supervised probation and a 10-year prohibition order regarding children," says the news release.

In May of 2017, George received two counts of assault and served one day in jail (including a 30-day pre-sentence custody credit) and one-year probation.

On May 3, 2018, he was convicted of criminal harassment of an adult female that had taken place between April 2016 and February 2018. He had stalked, followed, harassed, and exposed himself to the victim, around her workplace and surrounding buildings. George received a sentence of two years (including 70 days of pre-trial custody credit), three years of supervised probation and a lifetime weapon prohibition.

George was released after carrying out a sentence for Uttering Threats and violating release orders.

The news release indicates that George will be subject to conditions of a probation order until January 6, 2024, including:

  • Not to attend at Portage Place, City Place, Bell MTS Centre or the Skywalk that connects those buildings.
  • Participate in sexual offender counselling as directed and supervised by his Probation Officer.
  • Prohibited from attending within 10 meters of 345 Graham Avenue, Winnipeg, MB
  • Prohibited from attending the property of the City Place parkade

"George will also be prohibited until July 24, 2023, from attending a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a daycare centre, school ground, playground, or community centre."

Law enforcement believes that George is high-risk and considered to re-offend in a sexual/violent manner against all women, both youths and adults.
